The Department of Homeland Security (DSH) inventory for chemicals of concern for 2008 is now closed.

The results:

  • 1858 rooms were identified to contain one or more of the chemicals of concern.
  • 62 DHS chemicals of concern were identified at Cornell, with seven in quantities near or above their DHS reporting threshold.

The United States Department of Homeland Security (DHS) (DHS Chemical Security Site), on November 20, 2007, issued new Chemical Facility Anti-Terrorism Standards in order to protect against the theft and use of chemicals in terrorist activities. This regulation requires Cornell, along with all other research universities, to submit to DHS an inventory for the chemicals of concern.

Cornell’s Department of Environmental Health & Safety (EH&S) is coordinating the effort to complete this inventory. EH&S staff are available to help make this process run as smoothly as possible.

The entry of inventory data into the web based inventory page (“Your Inventory” on the left navigation of this page) will occur January 14 through February 28, 2008. Get started quickly with the user guide available for download in the left navigation.

The expected process is:

1. Identify who owns each space (by room)
2. Identify who will conduct each physical inventory (Inventory Form)
3. Identify who will enter the data into the web based inventory starting
4. Inventory each space using the attached form
5. Enter inventory data into the web based inventory by February 28, 2008 (Note: The data is saved so you may exit the application and return at any time to complete it.)
6. EHS compiles the data and submits the data to the Department of Homeland Security

All chemical use and storage areas must be inventoried for the list of chemicals of concern. To do this, you may use the physical inventory form to collect the data prior to entry into the web based inventory.

For the chemicals on the form, inventory only the following:

A. Chemical Warfare Agents of any quantity which are still in their original manufacturer’s containers
 and
B. All other chemicals greater than 10ml or 10g which are still in their original manufacturers’ containers
 and
C. All other chemicals in quantities of 10 gallons or greater regardless of the container
